The development of information technologies is an indicative of the evolution of the information systems. The origin of the use of Internet, based on the traditional models still in force, has developed this task. Virtual libraries are a necessary information resource for the access and management of digitalized information, and the last few years witnessed the efforts made by several organizations to promote their development. Nevertheless, an improvement of the user/system integration is needed. A new theoretical design, adaptable to virtual libraries model, is proposed
