Abstract

A qualitative and quantitative study was carried out in Mella municipality in Santiago de Cuba from July, 2007 to April, 2008 to identify the factors affecting the quality of care from the health services to disabled children and after their identification to design and to apply actions to counteract them. The universe was conformed by 276 parents of disabled children, under 15 years and by 136 professionals of the Primary Care directly linked in their care, to whom a survey was applied to know their criteria on the studied problem. The results were analyzed through the descriptive statistic method known as distribution of absolute and relative frequency. The presence of fundamentally subjective factors was verified, which were grouped in two categories: lack of information on the topic of children discapacity and lack of organization. Within the implemented actions there were: the creation of a school for parents of disabled children, implementation of a training course on comprehensive care to disabled children, designing a multimedia and instituting a consultation at municipal level for the early care.
