The strategy for the emergency care implemented by the Ministry of Health of Colombia with the support of the Cuban medical brigade after the earthquake of January 1999, is described. The design was based on the primary care strategy denominated risk management. The main areas identified were: health care to persons, attention to the environment, medical attention, work of the healtgh promoters, social attention and reconstruction of the sector. The registries of the Epidemiology Office of the Sectional Health Institute were used to characterize the strategy. A few hours after the earthquake, a rescue and assistance groups network was established. Selection and emergency care teams were organized in the institutions. 42 806 persons were located in 198 temporary shelters. The strategy implemented showed that the fulfillment of the emergency measures after the disasters depends on the concerted effort of the health sector and the local space.
