Abstract

The aim of present paper was to describe the impacting risks on the Cuban health determination during period from 1980 to 2000. We used an emergent qualitative design with three basic techniques: document review, development of interviews to health sector experts, and of other sectors, including the population, training of human beings in health, and the subsequent performance of it, and the role of social support networks. Among negative factors were the deterioration of health-environment conditions, availability of foods, and the increment of alcohol consumption and tobacco derivate products. Among the main factors of a positive impact are included: state policies, the permanent development of Health National System, reorganization of health services, training of health staff, and the subsequent performance of it, the role of social support networks. Among the negative ones are included: deterioration of hygienic-environmental conditions, foods availability, and the increase of alcohol consumption and of tobacco-derived products. Political will, inter-sectorial relations promoted and controlled by State, social cohesion, and a proper organization and improvement of Cuban health services, especially in conditions available during special period, confirming the theoretical model previously developed by authors.
