From the moment the enterprise strategy is devised, environmental management is a key factor for effective epidemiological management. To dynamize environmental management, a theoretical model is used which is based on a procedure enriched by Law 81, the National Environmental Strategy 2007-2010, the Cuban environmental management standards, Decree Law No. 252 and its implementation regulations, Decree No. 281, and the strategic projections 2005-2007 of the National Institute of Hygiene, Epidemiology and Microbiology. The first stage in the implementation process is an exploration phase aimed at determining the risk factors incorporated into the design, on the basis of an evaluation of their impact. The second stage is a reflection phase, in which the components of the strategy are declared. In the third stage a projection is made of the strategic objectives and their performance indicators.
