A water management plan helps to organize, manage, use, protect, restore and conserve the resource, aimed at sustainable development, in order to find a balance of its use among agents involved in a specific hydrographic unit. This paper presents a proposed water management plan, based on the analysis and characterization of the current situation of hydro-socioeconomic-environmental systems, found in the lower area of sub-basin Armería river in Colima, México, by means of a base line and the identification of the origin of externalities. This is intended to be the basis for the creation of a committee to help coordinate, implement and evaluate the actions considered in this proposal.
