The article aims to analyze the theoretical-methodological assumptions on the evaluation of health programs in order to contribute to the development of research and their continuous improvement. The research methods used were the analysis of documents (indexed journals, master's and doctoral theses and books), as well as a survey of personnel immersed in the implementation of the program and interviews with their directors. The analysis and synthesis of the documents is shown based on the updated bibliography in digital journals such as the Pan American Journal of Public Health; books and materials by renowned authors of prestige. The work contemplates theoretical bases with different perspectives assumed from investigations of the national and international context, as well as antecedents of studies on this subject.
