IP services growth and widespread deployment that require good levels of quality had imposed on telecommunications services providers the task of developing procedures and methods for assessing how the user consumes and enjoy the services, so the QoE has become a frequent topic of study today. One of the main elements for QoE successful evaluation compends on QoS management due to direct relationship with it. This article includes the main aspects of QoS and  its relationship with IP services. Regarding this a procedure is proposed with the goal of evaluate QoE based in QoS parameters on IP services, besides actions are proposed if needed for obtaining well QoE values. This is applied, for its validation and analysis, on a VoIP scenary.
