The present work proposes a procedure for implementing the control of primary atmospheric contaminant emissions process from fixed sources at a local scale, using: brainstorms, management procedure, cycle PHVA, diagnoses, diagram of Pareto and continues improvement, the team work and the cooperation between all the interested parts. The application of this process allows: to create an inventory of the pollutants emissions from fixed sources, realizing measurement and calculations at 80% at the selected Boilers, in this work is analyzed Cienfuegos city. Obtain: the total volume of gases, dry and wet, the flood and concentration of just one pollutant emission. The method for quantification of the common air pollutant emissions can be generalizing in Cuban urban environment for control of emissions from fixed sources combustion that represent the most percent in the city.
