Resumen

It proves to be traditional to find at the Universities of the Ecuador Planificación's existence Strategic; But incompatible the experiences of an adequate decentralization in his operating planning prove to be very limited with this organizational proposal and, less still, his step in agreement to the processes. A conceptual model with systemic focus and of satisfying processes with the need to articulate the Strategic Planning with the operating one belonging to the Institutions of Higher Education of the Ecuador of the public sector proposes the present article. The proposal besides attempts the perfecting of the informative system and its concession on the base of information technologies, the articulation with the regulatory Ecuadorian frame and the satisfaction of stakeholders of the organization.
