This paper presents the evaluation and selection of free Enterprise Architecture tools according to their contribution to enterprise performance in the environment of public entities. In this regard, the Gartner and Forrester methodologies for evaluating Enterprise Architecture software and the multicriterial evaluation methods Electre, Promethee, PRESS II, MacBeth, NAIADE are identified and analyzed. As a key result, a procedure based on the PRESS II method was obtained. Using PRESS II method, an index is obtained for each alternative evaluated. This index represents the level of dominance of each alternative. In this context, Archi tool was selected as the best alternative. Archi provide a comprehensive solution for organizations that are looking to support their processes, business aligning IT with free EA tools, demonstrating their added value in performance improvement in the public entities.
