The progressive growth of the city of Cienfuegos, its population and increase of the number of sources of air pollution, affecting increasingly health of the population, reveal the need for improve the land use and urban and policies land management that contribute to sustainability. Therefore, it is research objective to characterize urban agriculture that held in the city of Cienfuegos and determine the strategic axes, for the further implementation of its plan of land use and urban. The transformation of urban agriculture demands of a process of territorial and urban planning of the sector to the best use of resources and sustainable management. For the determination of the strategic priorities proceeded methods develop participatory vision of desired future for agriculture urban, with the development of the SWOT matrix, which is a technical relevant for strategic analysis and the formulation of the problem and solution. The identification and characterization of variables and analysis space using a GIS, allowed determine the positive and negative impacts on the urban environment, environmental, economic and social, enunciating the strategic priorities for urban planning.
