From consultation between political, social and private actors in local scenarios to stimulate economic competitiveness, improving the quality of life of the population and social development in the context of declining fertility and mortality and the consequent aging of population, it has been the forced need to take into account the component "population" in the development strategies of the different territories of the country. The present work has for objective to reflect on the theme "local development" in the context of the situation in Cuba and expose summarizes the experiences of the Center for Demographic Studies at the University of Havana, Cuba, (DESC-UH) in community work the insertion of component "population" in plans, programs and strategies both institutional and territorial development. The role of the articulated Territorial Platform for Integral Development (PADIT) as program support for the Cuban territorial development, the role of DESC-UH in PADIT and its importance and the significance of the first actions carried exposed.
