La inserción internacional en los marcos del modelo global de acumulación implica un vínculo con las cadenas globales de valor y es, en ese contexto, condición esencial para procesos de desarrollo que se emprendan a cualquier nivel, aun cuando la inserción per se no implica automáticamente el desarrollo. En Cuba, si bien se evidencia una coyuntura favorable para el avance de proyectos de desarrollo local, y se reconoce la necesidad de lograr la inserción internacional en estas cadenas, persisten un conjunto de factores legales, financieros e institucionales que obstruyen las posibilidades de inserción territorial. Tomando en consideración la identificación de estos elementos, la caracterización del mercado mundial del cacao y su cadena productiva en Baracoa, se determinan las perspectivas de inserción externa para el cacao baracoense, llegando a trazar tres grandes acciones contentivas de otras más específicas, que buscan: I) tener un producto con capacidad para atraer la inversión extranjera; II) modificar el contexto legal, financiero e institucional, en aras de facilitar la inserción del pequeño productor local; y III) promover el desarrollo municipal, a partir de los beneficios derivados de la inserción en la cadena global de valor.

The international insertion implies a bond with the global chains of value at the present and it is, in that context, essential condition for development processes that are undertaken at any level, still when the insert per it is not implied the development automatically. In Cuba, still when a favourable juncture is evidenced for the advance of projects of local development, and the role of the international insert in these chains is recognized, a group of legal, financial and institutional factors obstruct the possibilities of territorial insert. Taking in consideration the identification of these elements, the characterization of the world market of the cocoa and the productive chain of the cocoa in Baracoa, the perspectives of external insert are determined for the cocoa baracoense, ending up tracing three big actions and other more specific: I) to have a product with capacity to attract the foreign investment; II) to modify the legal, financial and institutional context, for the sake of facilitating the insert of the small local producer; and III) to promote the municipal development, starting from the derived benefits of the insert in the global chain of value.
