A bibliographic search of different investigations was carried out, with the objective of identifying political-social communication strategies regarding the construction of housing on the banks of rivers in South America. This problem puts the families that reside in these areas at risk; these inappropriate constructions can lead to various health problems ranging from infectious diseases, nutritional problems to skin conditions; and even expose them to risks such as floods, overflows, pollution and landslides. The main strategies include: planning, urban expansion and implementation of early warning systems, in order to achieve responsible relocation to safer areas. Finally, it was concluded that the most important strategies regarding the construction of housing on river banks include awareness and education through campaigns, with an emphasis on the responsibility of the municipal government.
