Territorial planning is constantly changing and adapts to each context. For this reason, the objective of this work is to demonstrate, through a comparative analysis, that the territorial planning systems applied in Cuba and Mexico can be based on ISO management models that involve the following approaches: systemic, process management, integrated, sustainability and risks, to improve its effectiveness. The criteria of several authors are used as a basis in order to develop a procedure for the comparative analysis of the territorial planning systems of the two countries. These are selected because they have methodological schemes for the planning and implementation of the systems. Finally, actions are proposed that contribute to better management and approaches of the analyzed systems.
