Currently, there are a variety of reasons why citizens through appropriate institutions, determine the necessary health systems, according to social needs, based on the public coverage of health in order to reduce the socio-economic gap among the inhabitants and benefit them with quality care and according to their needs. Therefore, there are two fundamental factors that have motivated the introduction of a governmental system of medical attention; the first are the arguments that favor public institutions that provide an improvement in the quality of national life, and the second is an aversion to social inequalities, for which the State has worked since its founding. These factors will be explored and analyzed in relation to access to dental health, to adequately assess whether a system financed with public funds is viable, based on a determining scheme that will involve revealing, through the present study, the incidence of inequality of income of the economically active population in Ecuador and their willingness to pay an amount sufficient to cover the expected costs of a dental health plan financed with public funds, as a joint measure by the State and the public to improve dental care in the national health system.
