This article presents a research advance whose objective is to validate an instrument to determine whether primary school students in the province of Cocle have the basic competences of the Arithmetic in the resolution with solving real - life problems, of the program of Mathematics of First Degree of the Republic of Panama. This study is based on the achievement of an instrument that is quantitatively and qualitatively validated, so that we can have on the security and reliability that we can measure mathematical skills in different contexts and subject to specific processes. The quantitative and qualitative analysis of the data will allow us to carry out a factorial analysis and statistically show in which competencies the students have strengths and weaknesses.
