The inclusion of people with disabilities is a current issue, especially when it comes to the field of higher education; issue that still merits studies that deepen the search for a solution to the limitations it presents in practice. This descriptive study, of bibliographical review type, has a qualitative approach and the purpose of analyzing the normative legislative framework related to people with disabilities, their rights and the role of the State to guarantee and protect these rights, as well as the actions that are carried out from university spaces for this purpose. It was based on exegetical methods, bibliographical review and content analysis. The findings allowed us to determine that there is a normative legal framework for inclusive education and the projection of policies, programs and strategies, but it is still not enough because there are limitations that lead to the still insufficient access of disabled people to the abandonment of university classrooms, to the insipient preparation of teachers to meet the needs of these students.
