In Colombia, the adequate use of information and communication technologies has not had sufficient reflection and debate in the field of education, since it is currently evident in classrooms, where despite the existence of basic technologies as academic class spaces and digital resources, a large number of teachers continue with their teaching practices prior to the digital era, conducting classes with basic resources such as blackboards, books, posters, world maps, etc., leaving aside all the information and multimedia elements that educational institutions in urban areas possess. In the south of Colombia, especially in the border municipality of Ipiales, there are 866 teachers, 613 in the urban part and 253 in the rural part of various areas attached to 97 educational institutions of which 11 are urban and 61 of the rural sector of official type as well as of the private sector there are 25 educational establishments, in which all are equipped with computer classrooms with access to internet, giving this way fulfillment of technological coverage on the part of the local and national authorities.
