Homelessness and orphanhood in childhood and adolescence have transcended as one of the social problems that humanity has faced over the years, without having an entity to defend its rights. With the emergence of adoption regulations at the international level and the inclusion of governments to promote laws under the protection of the adopter, the Ecuadorian State, as a leader and influential in the economic, political and social fields, has regulated the adoption process through regulations that guarantee the adoptee a suitable, permanent and definitive family. Various institutions govern the process and play their leading role in each stage that triggers a series of procedures and investigations in favor of the adoptee and in the protection of his rights. The analysis of this process is aimed at determining and analyzing the factors that affect the adoption process and the possible work alternatives by virtue of perfecting and complying with the principle of celerity, based on the approach of the Delphi method and the General Method of Problem Solving.
