The Development Planning and Territorial Organization (PADOT, for its acronym), of the EL Oro province and the Machala canton proposes sustainable economic-social development, takes each person as its center and bases its aspirations for economic growth and competitiveness inspired by the philosophy of Good Living (Sumak Kawsay), a way of life that fosters happiness and acceptance of cultural and environmental diversity in harmony, equality, equity and solidarity; constitutionally protected and outlined in the National Development Plan 2017-2021-All a Life. This research aims to evaluate the cultural dimension as a creator of values that enrich the popular imagination about the sustainable development of the El Oro province (Machala canton) from the conceptualization and practice of the creative economy; by means of a non-experimental methodology of a descriptive nature, based on the inductive-deductive method. As main results, solutions to specific problems with a strategic approach are proposed, since the sustainable success of the triad: trade-development-society, rather than resources, depends on creating and strengthening values and commitment (individual and collective), to participate in economic-social growth and the perception of these values, as distinctive features of competitiveness in economic activities such as tourism, commerce and other associated services.
