The mission of the control agents is the custody, protection and surveillance of goods and facilities of an environmental nature, as well as information, advice and control, formulation of complaints, technical assistance, taking of samples, preparation of censuses and any other action or activity in relation to the competences attributed to the Department of the Environment. In the exercise of their functions, the Environmental Agents will be considered agents of the authority and will have the character of generic judicial police when participating in the prosecution, investigation and clarification of environmental crimes, but their actions in the city of Babahoyo presented certain difficulties. There was a lack of competence, commitment and knowledge on the part of the municipal agents. For these reasons and based on this research, a diagnosis of the competencies was made, as well as the proposal of certain changes, among them the training in terms of competencies. The main results obtained were the change in the people's perception of the actions of the new group formed.
