The universal necessities that are approached in the documents settled down by the Regional Organization of the UNESCO, in the Summits of the IberoAmerican countries, those that guide and they exhort to the work autonomous, integrative participative, decentralized, and the scientific search of specific answers for each school and community, they should be kept in mind by each country. In the case of Angola, to give attention to the children abandoned by the families, these they are inserted in boarding schools where they cohabit with children that have their families in the community and they should integrates to the life of the school and the community in a harmonic way. The Boarding School 17 of September receives children without family help for different causes and it stops their entrance and permanency, as well as their insert to the society a school strategy is elaborated that guarantees the integrative educational administration of the institutional processes: the address processes, the address of the teaching-learning process and the relationships school-family-community. The strategy is projected in three stages: diagnostic, planning-execution and control-evaluation which are summed up in a system of stocks that they are characterized by the objectivity, to be in correspondence with the results obtained in the diagnosis and to evaluate the objectives in a systemic and systematic way. In their dynamics they should be potentialized the holding in the taking of decisions, the shared securities, the coordination, the collaboration, as well as execution of the system of meetings, conferences, shops and the advice like preparation form of those that participate and a system of tasks for the address structure, professors, students, in charge parents of the education and employers that it favors the improvement of the educational administration and the execution of the strategic objectives.
