To achieve the “Education for All”, it has been a national and international concern. Diverse organizations worry and they carry out actions that allow to execute that objective. Cuba stands out in contributing to that yearning with political educational that, also that to be for all, perfect that so important sphere in the human development and of the society.

The Cuban System of Education has among its lines of working, the inclusion. Not it is alone an ideal, but, a real expression in the practice in the educational different levels. By means of the present article this thematic one is analyzed, having in bill basics and derived objectives of international declarations as the one outlined by the System of United Nations.
