In the research, a methodology was applied for the analysis and design of managerial positions and jobs in a non-banking financial institution. The objective was to identify the organizational and labor competencies to guarantee a continuous improvement in the productivity of work. The methods used were direct observation, questionnaires, interviews and the Delphi method for the identification of key processes and the determination of labor competencies. The results showed that, without an accurate identification of managerial and labor competencies, it is not possible to establish an adequate organizational function of human capital management.
