The purpose of this article is to implement a procedure for the preparation of a Balanced Scorecard, based on the construction of a system of indicators for accessibility and mobility management control. The methods and techniques used were literature review, surveys, brainstorming and the Delphi method, supported by computer tools such as Microsoft Office Excel 2010, Microsoft Office Visio 2010, EndNote X7 and Expert Choice.
