This research is conducted on the basis of local human development projects in Cienfuegos province, with the aim of identifying the key variables that influence a suitable formulation of local development projects in the province of Cienfuegos. To apply the proposed methodological procedure, the characterization of Local Human Development Program (PDHL for its acronym in Spanish) in the province of Cienfuegos is exposed. The results achieved in the selection of experts using the TZ Combined method as well as the variables resulting from the application of the Delphi method, with a detailed analysis of the same and finally, a proposal for action to raise the contribution to local development from the formulation of projects in the province of Cienfuegos. As a result of this research the proposed methodological procedure was implemented and the variables obtained with better results were the following: raising the quality of life.
