In this paper it is proposed as a general objective: to develop a proposal for improvements from the implementation of process approach for the management of bibliographic information at the University of Cienfuegos also the elements of the design of the computer system are described proposed. To achieve these results scientific techniques were used as the interview for determining deficiencies in the management process of bibliographic information and review of documents for the purpose of gathering information and statistical data as tools the Microsoft Software Excel were used , Microsoft Access, STATGRAFICS or other packages in statistical analyzes. Once created the proposals and their implementation, the information specialists will be able to offer a loan word the user focused on the satisfaction of their needs from the Centre loan word from the University of Cienfuegos.
