This article aims at analyzing the need to include community participation in actions for public use in protected areas from the case study carried out in the Guanaroca - Punta Gavilán protected area in the Cienfuegos province, Cuba. It is started from a theoretical approach about the conception of public use and the legal framework for this program management in Cuba. The method of interview, document analysis and the SWOT matrix were used.
