Cuban Higher Education has the challenge to face great changes in a world that is transformed. For this reason, it is increasingly necessary to develop individuals training that are responsible to carrying out the transformations demanded by these challenges. In particular, the legal training of their management staff is an unavoidable necessity and at the same time a requirement, which can not be neglected, taking into account the managerial role played by these subjects, who should make decisions. These decisions must based on the norms, principles and values that inform the legal order of the State, within a framework of respect for the law, avoiding the occurrence of flagrant legality violations, in addition it determines  Higher Education system quality and excellence. In this proposal the management staff legal formation is conceived as a systemic and contextualized process, in which essential relationships are manifested, articulated through didactic components and structured in two stages, basic legal training and training specialized legal services, supplemented by systematic legal updating.
