The present work aims to design a procedure for citizen satisfaction with respect to the urban life quality through perception indicators. It is used as an object of study the inhabitants of the thirteen communities in the Cienfuegos city.  The application of the procedure provides local governments with a tool to support and feedback for decision-making. As a result, Cienfuegos citizens are dissatisfied with cultural and sports activities, public telephone services, commerce and gastronomy, accessibility to food products, urban transport services and family economy. It is determined that the Buena Vista Community has the highest rate of inhabitant dissatisfaction. Pastorita and Junco Sur are the areas of greatest satisfaction.
