Los estados están utilizando los destinos turísticos con la finalidad de potenciar las ventajas económicas y sociales de las regiones que cuentan con estas fortalezas. Este trabajo tiene como objetivo en esta investigación diseñar una estrategia, desde el valor de la creatividad, para potenciar los actores fundamentales de la comunidad. El escenario donde se desarrolló la investigación fue en la parroquia la avanzada, del cantón santa rosa, de la provincia de el oro. La unidad de análisis fueron los pobladores y los factores decisores de la localidad. El resultado fundamental fue la estrategia que se distingue por su intensión creativa en las acciones, las formas de implementación de cada una de ellas y su evaluación la cual está en condiciones de ser implementadas en la parroquia y el cantón. Se puede concluir que esta investigación tuvo como proposito diseñar una estrategia, sustentada en la creatividad y que su metodología es de fácil entendimiento y comprensión.

The states are using tourist destinations in order to enhance the economic and social benefits of the regions that have these strengths. This work aims to design a strategy, from the value of creativity, to empower the fundamental actors of the community. The scenario where the research was carried out was in the parish of la avanzada, in the canton of santa rosa, in the province of el oro. The unit of analysis was the settlers and decision makers of the locality. The fundamental result was the strategy that is distinguished by its creative intensity in the actions, the ways of implementing each one of them and its evaluation which is able to be implemented in the parish and canton. It can be concluded that this objective research in this research designed a strategy, based on creativity and that its methodology is easy to understand and understand.
