The economic and social situation that Cuba is going through has generated social problems that concern to the national State and Government. One of them is the lack of an adequate protection for consumers, whose rights are violated by unethical and sometimes unlawful attitudes assumed by the providers in the retail commerce of goods and services, which affects the satisfaction of the basic needs and desires of the consumers. People in their role as consumers have been unprotected by the legal system; which has various legal provisions, but within a scattered and divided approach to the subject, so there is no a framework law that regulates the relations between providers and consumers. That is why this work presents a study carried out in the Municipal Enterprise of Retailing commerce of Pinar del Río, with the objective of verifying the functioning of the consumer protection system during the period 2015-2018. Some theoretical and empirical methods were used in the development of the diagnosis, which allowed to evaluate the state of consumer protection in the municipality of Pinar del Río.
