This article aims at analyzing the scope of the Helms Burton Act or the Cuban Liberty and Democratic Solidarity Act, adopted by former US President William Clinton in March 1996, in the context of the norms and principles of Public International Law, with special focus on the principle of non-intervention. For this analysis we used the doctrinal legal method to determine the interrelations between the principles of self-determination of peoples, sovereign equality of States and the prohibition of resorting to threat and the use of force and non-intervention; the historical-legal method to analyze the conceptual historical background, codification and the case-law treatment of the principle of non-intervention in the field of International Law; and the method of strictly legal content to assess the scope of the aforementioned law. This analysis led us to conclude that the foundations of this law are not in accordance with International Law.
