This work aims to design a strategic plan for the development of tourism in the Cebadas parish, Guamote Canton. The methodology used is qualitative research, which is aimed at discovering the meaning of social actions. As main results, different sources of information were obtained such as: books, magazines, brochures, multimedia guides, documents, and web pages. As conclusions, the parish of Cebadas and the tourist attractions that it has in its Lacustre complex relate between nature-type tourism activities, for the actors that have within the fulfillment of the strategic plan.
