In the present article, the intention is to resolve the contradiction that is established, in the formation process of the National University of Loja, between: the growing need to promote local cultural traditions and their limited treatment in the different substantive processes. For this reason, the objective is to provide a theoretical-methodological systematization, which makes it possible to offer a set of integrating alternatives, where teaching, research and the process of bonding with society are integrated systemically into a totality that generates formative-transforming synergies, sustained in methods such as historical-logical, inductive-deductive, and theoretical modeling. The cultural promotion allows to transfer each culture, values, traditions and forms of expression of each town, toward the institutions; being representative in the case of the universities for the exercise of their functions as cultural space of the community.
