In 2019 at the University of Pinar del Río (UPR), it was identified that the results obtained in the main science and innovation indicators; they do not correspond to the growth and relevance of the project structure. The procedure for project management does not adjust to the current contexts of the research process and does not favor the fulfillment of the institution's strategic objectives. This research proposes a system of actions for the design and implementation of the procedure for the integrated management of research projects. The following aspects can be diagnosed: the significant decrease in publications in high impact journals; the concentration of the provincial prizes in only 57.3% of the projects with planned results for the stage; only 55.92% of the projects plan results with an impact on the economic and social development of the territory, among other influential irregularities. An action plan is proposed that consists of 10 general actions, 10 intermediate actions and groups the participation of all the actors of the university community, where its main action is aimed at designing the procedure for project management at the university.
