This research shows that the licensing of Peruvian universities was not aimed at seeking the quality of university education, having been an imposed and directed process. The main objective of this research is to analyze the licensing process implemented by the National Superintendence of University Higher Education of Peru, in order to identify its respective academic and administrative effects. For this purpose, a systematic review and analysis of the bibliography was carried out through an exploratory design. During this stage, punitive regulations were imposed to close universities and sanction their authorities; and reasons for prohibition and cancellation of schools, faculties or postgraduate programs, among others, are established. Some universities are denied licenses and others that do not comply with the same requirements are granted licenses, revealing a political bias and inddividual interests in the process. It is concluded that the Peruvian university licensing responded to a counter-reformist policy to prevent the advancement of liberties, that, despite the lack of budget, the higher education institutions had positioned themselves in the national development, with their own creativity and leadership.
