The excessive growth of higher education at the end of the last century generated concern on a global scale, which led to the creation of regulatory mechanisms at the national and international levels. These processes led to the accreditation of institutions, so that the quality of higher education in public and private institutions was certified. International trends in assessment and accreditation, both institutional and academic programs (careers), predominate in the United States; in almost all countries of Latin America and the Caribbean; in Northern (Norway, Sweden, Finland) and eastern (Bulgaria, Romania, Poland) Europe; in some African countries such as Nigeria and South Africa; in the Arab States region as in Sudan; and in Asia are examples Australia and India. Also, in relative terms, Europe and North America have the highest proportion of countries with accreditation systems. It is followed in order by Latin America and the Caribbean; Asia and the Pacific; Africa and the Arab States. In the mid and late nineties of that same century there were important changes in the evaluation of the quality of universities, of their careers, then emerged in 1999 the Bologna Declaration, this marked the reorganisation and harmonisation of European higher education systems and became an important instrument for the development of transparency and quality of European higher education.
