Abstract

This research study will analyze public policies in detention centers and the continued violation of the rights of persons deprived of liberty, especially with regard to the right to social rehabilitation. It has been observed that during the current period, the State has failed in its responsibility to provide comprehensive rehabilitation to this priority attention group, due to several factors including overcrowding, lack of administrative personnel and infrastructure, excessive punitive power of the State, lack of prison security personnel and lack of budget in the Social Rehabilitation System. The main objective of this study is to raise the reader's awareness of the living conditions of persons deprived of liberty within penitentiary centers, and to highlight the violation of their supra-constitutional rights and the intersectionality of this group of people.
