An electronic file refers to the digitized and managed version of the documents and records that are part of administrative procedures. Analyzing electronic files as a guarantee of effectiveness of the administrative act in the public administration allows improving the management, transparency, control and efficiency of administrative processes. The objective of the study focuses on analyzing the electronic file as a guarantee of effectiveness of the administrative act in the Ecuadorian public administration. The research is observational, prospective, cross-sectional and descriptive. A structured interview was applied to 10 experts in this line of research under a random sampling approach. It is evident that, in order to transform a State into a guaranteeing digital government, it is necessary to comply with the principles that guide the good performance of public administration. It is known that the use of electronic files can facilitate interoperability between different institutions and streamline public service, since it allows the submission and monitoring of procedures online, without the need for physical travel. Furthermore, it is shown that the implementation of the electronic administrative record is only the first step towards the transformation of the relationship between the State and the people. It is concluded that the barriers that prevent the implementation of the electronic administrative record in Ecuador are fundamentally the lack of will-budget on the part of the public administration and the lack of training-infrastructure of public servants.
