The objective of this work is the construction of strategic planning in the province of Cienfuegos to contribute to the territorial governance model for development. Through the research-action-participation method and practical validation, a strategic diagnosis and a structural analysis are obtained that contain the identification of the main potentialities and restrictions of the provincial territorial planning scheme, conflicts, interterritorial and multilevel complementarities and the structural problems of territorial development. The tool for harmonizing interests and a procedure to develop the planning itinerary are also built. It is concluded that the results obtained are a guarantee of a robust participatory construction and may be adapted to other territorial contexts in Cuba. The proposal, is confirmed from the practical validation and the richness of diverse points of view and interactions of the actors is distinguished: citizens, businessmen, experts and public officials.
