La tercera edición de la norma ISO/IEC 17025 tuvo cambios significativos con respecto a su versión antecesora como son, el enfoque y estructura basados en el proceso, el pensamiento y acción basados en el riesgo y el nuevo requisito de imparcialidad y confidencialidad, entre otros, no menos importantes. El problema fue cómo afrontar la transición hacia esta tercera versión de la norma y cumplir con todos sus requisitos. El Grupo de Gestión de los Servicios Científico-Técnicos DECA (GG SCT-DECA), del CNIC tiene como misión proporcionar Servicios Científico-técnicos (SCT) especializados para la caracterización de aguas, aguas residuales y residuos sólidos, el diseño y la tarea técnica de soluciones tecnológicas de tratamiento, así como servicios en protección de materiales. Todos ellos están cubiertos por un sistema de gestión de acuerdo con la NC- ISO / IEC 17025 y acreditado por el Órgano Nacional de Acreditación de la República de Cuba (ONARC). El trabajo tuvo como objetivo la estrategia a seguir en el Grupo para dar cumplimiento a los nuevos requisitos de la ISO/IEC 17025. El proceder de, tipo descriptivo y cualitativo, tuvo en cuenta los principales cambios, tomando como guía una correlación entre la segunda y tercera edición de la norma, lo cual permitió, conjuntamente con una revisión documental, definir que faltaba por hacer o mejorar. Se definieron las acciones necesarias para dar conformidad a los nuevos requisitos de la tercera edición y se elaboró un plan, estableciendo los plazos de cumplimiento y los responsables para ejecutarlos. Entre otras acciones, se elaboró una Política de Imparcialidad y se establecieron registros de Compromisos de confidencialidad para el personal interno y externo que puede influir en las actividades del Laboratorio. Se implementó un procedimiento para abordar los Riesgos y las Oportunidades, fueron identificados los riesgos a la imparcialidad, se definió una Política para la información y comunicación con las partes interesadas, se mejoró el Mapa de proceso y las Fichas de procesos, se adecuaron los Perfiles de competencia del personal y se realizaron seminarios de capacitación.

The third edition of the ISO/IEC 17025 standard had significant changes with respect to its predecessor version, such as the approach and structure based on the process, the thought and action based on risk and the new requirement of impartiality and confidentiality, among others, no less important. The problem was how to deal with the transition to this third version of the standard and meet all its requirements. The mission of the DECA Scientific-Technical Services Management Group (GG SCT-DECA), of the CNIC, is to provide specialized Scientific-Technical Services (SCT) for the characterization of water, wastewater and solid waste, the design and technical task of technological treatment solutions, as well as material protection services. All of them are covered by a management system in accordance with NC-ISO / IEC 17025 and accredited by the National Accreditation Body of the Republic of Cuba (ONARC). The objective of the work was the strategy to be followed in the Group to comply with the new requirements of ISO/IEC 17025. The procedure, descriptive and qualitative, took into account the main changes, taking as a guide a correlation between the second and third edition of the standard, which allowed, together with a documentary review, to define what needed to be done or improved. The necessary actions were defined to comply with the new requirements of the third edition and a plan was drawn up, establishing the deadlines for compliance and those responsible for executing them. Among other actions, an Impartiality Policy was developed and records of Confidentiality Commitments were established for internal and external personnel who can influence the Laboratory's activities. A procedure was implemented to address the Risks and Opportunities, the risks to impartiality were identified, a Policy for information and communication with the interested parties was defined, the Process Map and the Process Files were improved, the Profiles were adapted staff competence and training seminars were held.
