ABSTRACT The Operators of Mobile services and telecommunications in Ecuador have the challenge of creating new products or innovations due to the dynamism of the telecommunications business worldwide. In this paper, the current status of the operators are analyzed because the lack of mechanisms for research and development (R & D) within their value chains and the opportunity the opportunity presented for the R + D of institutions of higher education in the country meet these needs. To this end, research was exploratory by applying an assessment instrument to a sample of 103 key informants. Finally, the results show no stock in the companies examined processes of R & D within their value chains, as well as uncertainty and lack of articulation in the University-Industry entailment.
