Introduction:

Guantanamo Bay is a unique setting with environmental and geopolitical conflicts that compromise the success of initiatives for integrated management.

Objective:

To develop a management model for disaster risk reduction in the ecosystem, focused on minimizing impacts on its ecosystem services.

Methods:

They were identified hazards, vulnerabilities, and risk scenarios using theoretical methods such as analysis and synthesis, inductive-deductive, historical-logical, and systemic-structural-functional. For the development of the model, it was conducted a background analysis to select the main theoretical-methodological references. The model and the indicators for its operationalization are subjected to validation through consult with experts.

Results:

The model was structured in four phases that form a circular, repetitive process: planning, executing, controlling, organizing (action); it was operationalized through the establishment of indicators that allowed measuring the behavior of the identified environmental problems and the associated elements.

Conclusions:

The implementation of the model focuses on improving ecosystem services, reducing vulnerabilities and existing conflicts, through proactive and preventive disaster risk management. The model also focuses on the functional management of the ecosystem, by considering the current environmental situation and the dysfunctionality of previous initiatives, through the integrated approach of coastal zones with management elements for disaster risk reduction.
