Abstract

A methodological procedure based on the territorial prospective suggested by Michel Godet was applied to determine strategic guidelines for municipal development. The contribution of this study lies in the introduction of a prospective approach and a shared vision of future among local planning authorities. It was studied by means of study case in municipality of Nuevitas, in the province of Camagüey, Cuba. The main results revealed that the territorial system can contribute with the adoption of a proactive strategy, considering its strengths. The key transformation factors with possible direct influences are the high potential for touristic development, and real possibilities for application of the guidelines to update the Cuban economic model. Some of the most dynamic parties identified are tourism, agriculture, harbor terminals, and construction. The anticipated scenario revealed that the territorial system conceives changes in the economic structure, based on key, more dependent elements, and driving transformation factors. They were useful in determining the strategic guidelines for municipal development, and they helped establish the required programs and projects to build the development model foreseen.
