In 2016, the University Network of Innovation and Knowledge Management for Local Development turned a decade old. Every university and science, technology and innovation organization from the Ministry of Higher Education in Cuba has played a part in it. This paper explains the role of the network in building concepts, models, and methodologies that support the university as an agent of knowledge and innovation for local development. It has contributed to the transformation of higher education policies with consequences to local policies associated to economic and social development.
