Studies of innovation management bestow an ever-growing relevance to the university-company-local government relationship. In that sense, they somehow contribute to the validation of triple helix theoretical models, whose respective strategies seek coordination and convergence into a single unit. However, the existence of different criteria and models place the driving force of that relation in different elements of the models. This paper offers a coordinating approach, in which the university plays an active role in triggering knowledge management processes for innovation and local development. In this study, a mechanism for social integration is applied by an ad-hoc team that works as a mediator of local development project management, using an absorptive capacity management model. Accordingly, it contributed to closing the gap between potential capacity and achieved capacity, during organizational learning in the municipalities. This paper presents the experience accumulated by several branch campuses of the Autonomous University of Tlaxcala, Mexico. One of the main contributions was the application of different courses which facilitated the said dynamic absorptive capacity. That way, regular individual work of municipal branch campuses is provided, in order to optimize project management for local development.
