This paper deals with reflections of inclusive concept about public policies focused look on his approach in the current Cuban context, marking a par, the challenges that public administration to advance in citizen participation and improving management local public, where it is essential to strengthen the regulatory framework and particularly the adoption of legal standards for the implementation of this metamorphosis; all reaches its highest expression in the Municipality Act as a way to consolidate the dreams of social justice in line with the socialist project that we defend, modern and prosperous and we aspire to be an authentic expression of inclusion.
